The City of Zagreb, the Development Agency Zagreb and GFS Institute organised the 1st international conference ZAGREB FORUM 2013 on CREATIVE Cities and EUROPE, in Zagreb (Croatia) on the 12th and 13th of March, 2013. The conclusions of the Forum are available as follows:
- Zagreb Forum calls for the development and application of the city management model which will provide answers to all current and future challenges of the development of the city of Zagreb, especially regarding improving the quality of life. In order for it to happen, the citizens, as equal partners of the city administration, business sector and the civil society, have to be included in the initiatives which will create added value and new employment opportunities.
- Application of the model of creative cities is based on creativity and openness as basic elements of city resources management. Creativity is a synonym for a better use of resources, especially those activities which encourage individual abilities, skills and talents.
- Additionally, it is based on stimulating creative industries in production and service activities and establishing the social dialogue through open communication while creating city development policies which meet the needs of citizens.
- Zagreb Forum points to the need for the city management which will base its activities on the accessibility of information and management processes while encouraging the creativity of all participants. It is extremely important to recognize innovation potentials or nodes of innovation which can represent the foundation of a smart platform for city development.
- The fact that citizens, companies and the society in general can influence the processes of city management make the city an open and encouraging environment for the creative development of all participants.
- Zagreb Forum encourages regional cooperation. The cooperation of all cities in the region is the basic condition for global competitiveness of the region and the cities. Efficient mechanisms of smart platform development require cooperation at the local, national and supranational level.
- Zagreb Forum also advocates strengthening the role of cultural industry through investments in cultural facilities and infrastructure with the purpose of creating dynamic and strong generators of the development of the society
- Zagreb Forum recognizes the importance of social entrepreneurship as the catalyst of sustainable economic growth in creative and smart cities. It especially relates to initiatives which aim to revitalize decayed urban areas (e.g. abandoned factories, warehouses...), as well as mechanisms which plan to agglomerate resources while forming creative clusters.
- Zagreb Forum emphasises the need for innovative platforms which will serve to identify all creative initiatives. Such initiatives should refer to the foundation of the consortium of SME which could apply for specific EU funds and fulfil the required conditions. In that way, new creative services, industries and initiatives are promoted in the European market, and wider.
