News archive - 24 Member States commit to take innovation procurement actions to support growth of EU Startups

At the Digital Day 2021, 24 Member States and Iceland signed the declaration on the Startups Nations Standard of Excellence. Ministers pledged to support actions that aim to boost the growth of startups and scaleups across Europe through innovation procurement.

Two key best practices promoted by the declaration are that public buyers buy a fair share of innovations from startups and that they leave IPR ownership with suppliers in public procurements to enable further commercial exploitation, unless there are overriding public interest that require the public sector to acquire IPR ownership.
