A conference with the above mentioned title will take place in Portorož, Slovenia on November 21-24, 2007.
The main aim of the conference is to acquire an overview of the situation, trends, reforms (and their difficulties) and required changes in both parts of the system of funding higher education (funding of educational institutions, state financial support to students) in Europe, especially in former socialist countries (and among them, those in Southern and Eastern Europe).

The Conference will focus on Europe, with special attention to former socialist countries of South-eastern Europe.
The following topics would be of special relevance to the Conference:
- Funding: Including incentives for encouraging quality as well as models of tuition fees and other forms of revenue supplementation;
- Equity: Including provision of grants and loans to assure participation of all students of academic ability and to support cross-border student flows;
- Efficiency: Including models of institutional and national (or system) reforms to enhance efficiency and productivity.
Organisers are the Institute for Economic Research Ljubljana, the Faculty for Management Koper and University of Primorska.
