An e-leadership programme for the Western Balkans will be implemented in collaboration by the Government of Italy/Ministry of Foreign Affairs and the UNDP Bratislava office.
The three-phase programme aims at aligning the e-Lead programme with the e-SEE strategic plans, human resources and networks. Firstly, national priorities will be identified using the channels and the expertise of the
regional e-Governance Advisory Task Force (REGATA). Secondly, three working packages will be implemented:
e-Capacity, e-Democracy and e-Networking. In the anticipated third phase, the Programme will focus on support for the implementation of high impact e-initiatives in the public sector.
Albania is just one example for successfull implementation of e-Governance. The Albanian Government began to establish the electronic governance in 2008 in cooperation with international actors, and initial results are already visible. The main goals of the introduction were to fight corruption, establish a tax reform and encourage further investment and economic development in Albania.
Upon inception, all Albanian businesses registered online and began to administer, publish and pay their taxes via internet. In addition, public sector tenders were organised electronically. These reforms brought immediate results and Albania was rated as the “second most reformatory economy in the world” in a recent survey published by the World Bank. Albania was also described as one of the ten most successful countries in the fight against corruption within Transparency International’s Corruptions Perceptions Index. Since 2008, the business climate in the country has become more favorable.
