The facilitation of entry of third country researchers is mentioned in Action 3 of the proposal.
The new programme outlines 10-points to accompany business innovation with public policies at all level. The Commission seeks to adopt a concept of "lead markets" responding to societal needs (e.g. transport, health, internal security, eco-innovation, etc.).
These are the 10 points in brief:
- establish innovation-friendly education systems;
- establish a European Institute of Technology;
- develop a single labour market for researchers;
- strengthen links between researchers and industry;
- nurture regional innovation through the new cohesion policy programmes;
- reform State aid rules for R&D and innovation and provide better guidance for R&D tax incentives;
- improve protection for intellectual property rights;
- copyright levies for digital products and services;
- develop a strategy for innovation-friendly 'lead-markets';
- stimulate innovation through public and private procurement.
